MEETING MINUTES

WORKSHOP

Monday, March 10, 2010 

WORK SESSION

 

I.                               CALL TO ORDER AND PLEDGE OF ALLEGIANCE

Mayor Deaton called the meeting to order at 7:00 p.m.

 

II.        ROLL CALL:

COUNCIL PRESENT:          Mayor Deaton, Councilors Braudt, Parker, Coleman, Douglas and Kovachy.  Councilor Barton arrived at 7:10.

COUNCIL ABSENT:                        None.

STAFF PRESENT:                 Interim Administrator/Recorder Janelle Evans, Deputy Recorder Joan Beckman, Administrative Assistant Rebecca Lawson and Superintendent Tony Lakey.

STAFF ABSENT:                  None.

 

III.       DISCUSSION:

1.                  Water Rates – Interim City Administrator/Recorder Janelle Evans

Interim Administrator/Recorder Evans highlighted her memo noting that in order to help recoup the net operating loss for the year ending June 2009 of $70,022 she recommended increasing the base rate for 1200 cubic feet to a minimum of $25.50 and increase the overage rate to $2.13 per 100 cubic feet.  She further noted the necessity for generating additional revenue for capital projects.

 

            Discussion:  The council reviewed the information provided and generally discussed the following:

·         Non-taxpayer accounts paying double

·         The water production expenses vs. water revenue comparison for years 2002-2010

·         The overage rate had been set low in the past to encourage the public to use water to keep lawns green, flowers, gardens, etc., benefitting the community as a whole

·         Putting money away for capital improvements

·         Pending Water System Repair / Replacement Projects

·         The most recent problem of a corroded water main discovered in front of Umpqua Indian Foods needing to be replaced

·         The $70,000 loss in the water fund during the 2008/2009 fiscal year

·         Increasing the base rate 27.50% and the overage rate 27.50%

·         Increasing the base rate by a flat amount - $10 or $11

·         Increasing the base rate 50%

            Councilor Parker left at 8:32

·      Different overage rates for residential and commercial

Councilor Parker returned at 8:34

·      Staff looking at commercial ¾” services and draft a different rate schedule for commercial ¾” services and bring to the May or June CC meeting

·      Keeping the overage rate down

 

Consensus:  The consensus of the council was to increase the base rate for 1200 cu.ft. by 50% and increasing the overage rate to $1.50 per 100 cu.ft.

The council further noted that non-profits will pay double the overage increase which would be $3.00

 

Staff will need to prepare an ordinance for a rate increase.  It was discussed that these rates would go into affect at the beginning of this next fiscal year – July 1, 2010 and that a mailing would need to go out to all of the customers regarding this information along with a rate comparison spreadsheet of other cities.

 

IV.       ADJOURNMENT

            Being no further business, the Council adjourned at 9:40 p.m.
