CANYONVILLE CITY COUNCIL

MEETING MINUTES

REGULAR SESSION 7:00 P.M.

Monday, May 16, 2011 

REGULAR SESSION

 

I.                               CALL TO ORDER AND PLEDGE OF ALLEGIANCE

Council President Braudt called the meeting to order at 7:00 p.m. and all joined in the Pledge of Allegiance.

 

II.                            ROLL CALL:

COUNCIL PRESENT:             Councilors Braudt, Parker, Douglas, Kovachy, Coleman, **Barton and Student Councilor Webb.

COUNCIL ABSENT:               Mayor Deaton was excused.

STAFF PRESENT:                   Administrator/Recorder Janelle Evans and Deputy Recorder Joan Beckman.

STAFF ABSENT:                     Superintendent Tony Lakey was excused.

 

III.                         AGENDA REVIEW AND/OR ADDITIONS:

None

 

IV.       PUBLIC COMMENT:

Marge Walker, Knoll Terrace, Canyonville, spoke in favor of allowing golf carts to be driven downtown.  She noted that bicycles, electric scooters, and ATV’s were allowed and she felt golf carts should be also.

Sergeant Case noted that this subject had been discussed in the past and was governed by Oregon Revised Statutes and the DMV.  He further noted that city staff had information regarding the subject available for the public.

Jake Young, 225 Main St, Canyonville, noted that he would not be able to attend tomorrow night’s budget meeting and wanted the council to know that he was in favor of the city funding the UTRANS Bus Service.  He also noted that many citizens and individuals he had spoken to were in favor of the bus service.

Jim Siegel, 171 Ecklund, Canyonville also noted that he would not be able to attend tomorrow night’s meeting and wanted the council to know that he was in favor of continuing the UTRANS Bus Service.

 

V.        CONSENT CALENDAR:     

1.         Approval of Regular Session 4-18-11 Minutes

2.         Financial Reports

                        a)         Expenses vs. Budget w Encumbered (Period 10, April).

                        b)         Payroll Accrual Register (Period 10, April).

                        c)         Revenue Analysis (Period 10, April). 

Councilor Kovachy moved, Councilor Douglas seconded a motion to approve the Consent Calendar as presented.  All voted “yes”.  The motion carried.

 

VI.       PUBLIC HEARINGS:

1.                  Possible Uses of State Revenue Sharing

Councilor Braudt noted that the purpose of the Public Hearing was to consider possible uses of State Revenue Sharing. 

 

Councilor Braudt opened the Public Hearing to consider proposals for the Use of State Revenue Sharing.

 

Councilor Braudt asked if the public had any proposals for the use of State Revenue Sharing.

Administrator/Recorder noted the budget for 2011-2012 included an estimated total of $12,000 from State Revenue Sharing.  She stated the money currently is utilized in the general fund for operation and maintenance of City services such as police, parks, Seniors Escorting Seniors and the bus service.  The funds can be used for general operating purposes or specific programs with the exception of the water and wastewater departments.

 

Jake Young, Canyonville, discussed the use of the funds for the bus service.

 

Councilor Braudt asked if there were any other proposals from the public.

There were none.

 

Councilor Braudt closed the Public Hearing on the Use of State Revenue Sharing.

 

VII.     COUNCIL BUSINESS:

1.                  Resolution No. 585 – Resolution of the City Council of the City of Canyonville Establishing Eligibility to Receive Funds /Memo, Administrator/Recorder Evans

Councilor Kovachy moved, Councilor Douglas seconded a motion to approve Resolution No 585 – A Resolution of the City Council of the City of Canyonville Establishing Eligibility to Receive Funds.

 

Discussion:  The council generally discussed the municipal services the city provides.

 

All voted “yes”.  The motion carried.

 

2.                  Resolution No. 586 – Resolution of the City Council of the City of Canyonville Declaring the City’s Election to Receive State Revenues / Memo, Administrator/Recorder Evans

Councilor Parker moved, Councilor Douglas seconded a motion to adopt Resolution No. 586 – A Resolution of the City Council of the City of Canyonville Declaring the City’s Election to Receive State Revenues.  All voted “yes”.  The motion carried.

 

3.                  Ordinance No. 606 – An Ordinance Amending Section 13.08.040 of the Canyonville Municipal Code Providing for the Setting of Utility Deposits by Resolution / Memo, Administrator/Recorder Evans

 

**Councilor Barton arrived at 7:30

 

Councilor Kovachy moved, Councilor Parker seconded a motion to adopt Ordinance No. 606 – An Ordinance Amending Section 13.08.040 of the Canyonville Municipal Code Providing for the Setting of Utility Deposits by Resolution.

 

Discussion:  The council generally discussed amendments or changes to the Municipal Code being updated through the Municipal Code Corporation.  This ordinance would eliminate the need to amend the Municipal Code whenever a fee was changed.

 

All voted “yes”.  The motion carried.

 

4.                  Resolution No. 587 – A Resolution of the City Council of the City of Canyonville Setting the Amount for Water/Sewer Deposits / Memo, Administrator/Recorder Evans

Councilor Parker moved, Councilor Barton seconded a motion to adopt Resolution No. 587 - A Resolution of the City Council of the City of Canyonville Setting the Amount for Water/Sewer Deposits.

 

Discussion:  The council generally discussed what would be the amount of the deposit at 2 ½ times the monthly water/sewer bill currently and what the amount would be with the rate increase.

 

All voted “yes”.  The motion carried.

 

5.                  4-28-11 Seniors Escorting Seniors Request

It was noted that this item was already accounted for in the budget.

 

VIII.    REPORTS:

1.                  SHERIFF’S OFFICE

a)      Marty Case

Sergeant Case highlighted the stats and various activities for the month of April.

Discussion:  The council generally discussed the stats reported as well as speeding on Canyonville-Riddle Road, the effectiveness of a citizen’s patrol and the upcoming concert planned by the Pioneer Days Fund Raising Committee.

 

b)      DC Sheriff’s Office Community Newsletter

A news letter had not been provided by the DC Sheriff’s Office for the month of April.

 

2.                  SUPERINTENDENT’S REPORT

Superintendent Lakey was not present.  It was noted that if the council had questions to direct them to Administrator/Recorder Evans.

 

3.                  ADMINISTRATIVE REPORT

Administrator/Recorder Evans highlighted her report noting the following:

·         The Consumer Confidence Report was planned to be included  in the next billing.

·         City Hall will be open until 8:00 pm on 5/17/11 for the elections.

·         A kickoff meeting on the Sewer Plant Upgrade is tentatively scheduled for 5/27/11.  One of the items to be discussed would be a SBR or MBR processing system.

·         Staff had learned that in the 1980’s if a property was partitioned the plat map was not changed by the county unless it resulted in a separate ownership.  This issue may come up from time to time and staff would adjust the city’s current mapping to reflect the correct information.   

 

4.                  BOARDS, COMMISSIONS AND COMMITTEES

                        Councilor Coleman, liaison for the Library, noted there was a 32% budget cut by the county for libraries.  This resulted in cutting of staff hours and operation hours.  Beginning July 1st Canyonville’s Library hours will be Mondays – 5 hours, Wednesdays – 6 hours and Thursdays – 5 hours.
